Al-Sharaa issues decree forming “Supreme Committee for People’s Assembly Elections”

Syrian Transitional President Ahmad al-Sharaa issued a decree numbered “66” for the year 2025, which included the formation of a committee called the “Supreme Committee for People’s Assembly Elections” on the evening of Friday, June 13.

The decree stated that the formation of the committee came based on the provisions of the constitutional declaration, particularly Article “24,” and in belief in activating the legislative authority as an essential pillar for building the state with its full powers.

The decree tasked the formation of a committee called the “Supreme Committee for People’s Assembly Elections,” consisting of:

  • Muhammad Taha al-Ahmad: Chairman
  • Hassan Ibrahim al-Dughaim: Member
  • Emad Yaqub Barq: Member
  • Lara Shaher Aizouki: Member
  • Nawar Elias Najma: Member
  • Muhammad Ali Muhammad Yassin: Member
  • Muhammad Khadr Wali: Member
  • Muhammad Yasser Kahhala: Member
  • Hanan Ibrahim al-Balkhi: Member
  • Badr al-Jamous: Member
  • Anas al-Abda: Member

The decree stipulated that the Supreme Committee would oversee the formation of electoral sub-bodies, and those sub-bodies would elect two-thirds of the members of the People’s Assembly.

The decree defined the number of members of the People’s Assembly to be 150 members, distributed according to the population in the governorates, in accordance with the categories of dignitaries and intellectuals, and according to conditions set by the High Election Committee.

Seats for the governorates

One-third of the members will be appointed by the President of the Republic, while two-thirds of the members will be elected through established electoral committees, distributed across the governorates as follows:

  • Aleppo: 20 seats
  • Damascus: 11 seats
  • Rural Damascus: 10 seats
  • Homs: 9 seats
  • Hama: 8 seats
  • Latakia: 6 seats
  • Tartus: 5 seats
  • Idlib: 7 seats
  • Deir Ezzor: 6 seats
  • Al-Hasakah: 6 seats
  • Raqqa: 3 seats
  • Daraa: 4 seats
  • As-Suwayda: 3 seats
  • Quneitra: 2 seats

The Victory Conference announced the dissolution of the People’s Assembly and the committees emanating from it, while Article “24” of the constitutional declaration stipulated that the President of the Republic would form a High Committee to choose the members of the People’s Assembly.

This committee supervises the formation of electoral sub-bodies, and those bodies elect two-thirds of the members of the assembly, while the President of the Republic appoints the remaining third to ensure fair representation and competence.

The constitutional declaration also states that the People’s Assembly will undertake the full legislative process and executive authority.

Previous discussions about the People’s Assembly

The UN envoy to Syria, Geir Pedersen, met with Syrian Foreign Minister Asaad al-Shibani, on May 23 in Damascus, where they discussed the anticipated formation of the People’s Assembly and international engagement.

Pedersen, speaking from Damascus during a session of the UN Security Council held on May 21 to discuss the latest developments in Syria, welcomed the establishment of the transitional justice body and the high commission for missing persons on May 17.

He considered that the next essential step according to the constitutional declaration is the formation of the high committee responsible for selecting the members of the new People’s Assembly, stating, “I discussed with the interim authorities the need to make genuine efforts to ensure inclusivity, transparency, and openness.”
